Essential Requirements
To be successful in this role, candidates must meet the following criteria:
- Education:
Grade 12 or an equivalent qualification. - Experience:
3–5 years’ experience in human resource management. - Key Knowledge Areas:
- Legislation:
Familiarity with Public Service Policy Frameworks, Public Service Act, Public Service Regulations, BCEA, Labour Relations Act, PSCBC Resolutions, and PFMA. - Technical Skills:
Proficiency with the PERSAL System. - Soft Skills:
Exceptional communication, interpersonal, analytical, and problem-solving abilities.

Strong proficiency in Microsoft Office Suite or related HR software.
Key Responsibilities
The Human Resource Clerk will play a pivotal role in driving operational excellence through the following responsibilities:
1. Administration of Employee Conditions of Service
- Capture and manage leave records, housing allowances, and other benefits.
- Handle employee inquiries related to conditions of service with professionalism and accuracy.
2. Recruitment and Selection
- Act as the HR representative during the recruitment process.
- Ensure all recruitment activities comply with public service guidelines.
3. Payroll Management
- Process payroll transactions on the PERSAL system.
- Maintain accurate payroll records and facilitate timely distribution of monthly reports to the finance department.
4. Performance Management Support
- Assist in the administration and tracking of employee performance management processes.
- Ensure compliance with HR-related policies and performance standards.
5. Training and Development
- Aid in the implementation of the personnel skills development plan.
- Identify training needs and align them with organizational goals.
6. Compliance and Policy Adherence
- Provide guidance on HRM-related policies and procedures.
- Ensure adherence to legal and regulatory requirements.
7. Query Resolution
- Attend to both internal and external HR-related inquiries promptly and effectively.
